Introduction

As part of its efforts to enhance financial transparency and ensure tax compliance, ZATCA has announced the launch of wave 21 of Phase Two also known as The Integration Phase.

Who is Included in Wave 21?


Wave 21 includes taxpayers with revenues exceeding SAR 1.25 million in 2022 or 2023. These taxpayers must ensure their systems are ready for integration and compliance according to ZATCA’s regulations by November 30, 2025.

Key Requirements for Integration

To comply with the second phase of e-invoicing, businesses must adhere to several key requirements, including:

  • Direct integration with ZATCA’s “FATOORA” platform.
  • Issuing e-invoices in a format that meets the specified standards.
  • Including mandatory fields such as the QR Code.
  • Providing secure electronic storage solutions for invoices.

Notification Period

Taxpayers included in this wave will receive an official notification 6 months prior to ensure they have enough time to be fully ready by the specified date, while other taxpayers who are yet to be included will be notified later.
